Medicare Hospital Revenue Forecaster®

Since 1998, hospitals nationwide have used the unique Medicare Hospital Revenue Forecaster®. Currently, this interactive planning tool assists hospitals in preparing their Medicare budgets by projecting hospital-specific annual payments for the next ten hospital fiscal years, based on Medicare rules in effect each year, national estimates of marketbasket increases, and hospital estimates of volume changes.

The Forecaster provides a summary of Medicare reimbursement for each hospital and post-acute payment category. It lists changes and revenue distribution from year to year by payment category. One section of the Forecaster dynamically links reimbursement from affiliated facilities so that any changes in individual facility projections are reflected in network totals.

Hospitals and health systems use the Forecaster to budget for:

• Medicare Inpatient and Outpatient Prospective Payment Systems (PPSs);
• Sole Community Hospitals;
• Medicare Dependent Hospitals;
• Critical Access Hospitals;
• Skilled Nursing Facility and Home Health PPS services;
• Psychiatric and Rehabilitation Units;
• Swing Bed Services;
• Fee-Based Laboratory Services;
• Ambulance Services; and
• Rural Health Clinics.

For teaching hospitals, the Medicare Hospital Revenue Forecaster includes a special worksheet to apply the relevant Graduate Medical Education caps and limits to determine indirect and direct medical education payments. For both bad debt and direct medical education payments, the Medicare Hospital Revenue Forecaster combines outpatient and inpatient reimbursement.

For critical access hospitals (CAHs), users can simulate payments under the PPS methodology to compare CAH versus PPS reimbursement.
